XI. Transfer Credits and Prior Learning Credit


A. Transfer Credits

Course work which has been satisfactorily completed with a grade of “C” or better at any regionally accredited college or university will be considered for credit. Transfer credit from institutions on a “quarter plan” or “trimester” system will be adjusted accordingly.

The application of transfer credits to a program is subject to department guidelines. After a student has been admitted, and submitted an official transcript or transcripts, a review of credits will be completed. Students will be notified in writing of the applicable credits to an Onondaga degree or certificate. These credits are not guaranteed to be accepted by other institutions.

B. Prior Learning Credit

Prior Learning Credit (PLC) can be awarded to students matriculated (enrolled) into a degree program. Credit will be based on documented experiential learning which may consist of college-level learning outside of the traditional learning environment for academic credit.

Prior Learning Credit will only be awarded for active OCC courses and will not be awarded for a course in which a student is currently enrolled, or in which he/she previously earned credit or audited.  PLC Courses must be applicable to the degree or certificate program desired at OCC.

Prior Learning Credits do not earn grade point average (GPA) points and are reflected only within the student’s cumulative credit totals on the transcript (not within the term in which the student was evaluated for PLC).

Prior Learning Credits are assessed and awarded based on the discretion of the faculty within the department related to the course offering. The assessment method and process could include review of provided documentation or portfolio, interviews or discussion with the student, or departmental exams. All assessments should include faculty-documented alignment with the learning outcomes for the related course. Final recommendations will be provided to the department chair who will confirm if credits can be awarded.  Recognized certifications and credentials will be reviewed and may be authorized by an expedited process.

PLC can be awarded based on the following criteria:

  • Credit for Licensure or Certification
  • OCC Workforce Programs and Stackable Credits
  • Portfolio
  • OCC Departmental Exams
  • Standardized Exams
  • Military Credits
  • Professional Experience and Proficiency

Credit for Licensure or Certification

Credit for licensure or certification is available at the discretion of the department or program. If credit is available, students must provide the necessary documentation.

OCC Workforce Programs and Stackable Credits

If a student completes an OCC workforce program, they may earn credit for an academic program at OCC. Faculty will conduct an internal review of workforce programs in the appropriate department or program to ascertain if the learning outcomes map to the credits awarded.

Portfolio

Students may submit a portfolio of work to be reviewed by departments on an individual basis.  The mechanism to assess a student’s portfolio for prior learning credit will be determined by the department granting the credit.

OCC Departmental Exams

A departmental exam may be used to earn credit for a course, fulfill prerequisites for advanced courses, or to satisfy other requirements. The academic department giving the examination will determine the minimum standards for successful completion of an exam. The department chairperson or program coordinator will determine if credit or proficiency by examination is available for specific courses.

Standardized Exams

OCC awards credit based on exam scores for the following exams: Advanced Placement (AP), College Level Examination Program (CLEP), International Baccalaureate (IB).

Military Credits

Students may be eligible to earn transfer credit for military experience. Credit hours completed in the military are granted as recommended by the American Council on Education (ACE). Those who have served in the military, prior and current students, should request official transcript through the Joint Services Transcript (JST) web site; or if Air Force, through the Community College of the Air Force transcript request system and submit to the Veterans Services Office.

The college accepts credit from both the Joint Services Transcript (JST) https://jst.doded.mil/jst/ as well as the Community College of the Air Force (CCAF) transcripts https://www.airuniversity.af.edu/Barnes/CCAF/ 

Both transcripts translate formal military training into college credit, or recommendations for credit. CCAF is an accredited, two-year college and awards credit.

Professional Experience and Proficiency

Prior Learning Credit may be awarded for professional experience and proficiency after an evaluation conducted by faculty in the department or program where the student is seeking Credit. Faculty will review the student’s request and any supporting materials including but not limited to resume/cv or transcripts and make a recommendation.

The faculty may conduct an interview with the student and may ask the student to provide additional supporting materials or documents of their learning. Interview questions will be aligned with the course outcomes. The faculty will determine how many credits should be awarded for Prior Learning.
